The Republic of Suriname has received financing from the [the Inter-American Development Bank (IDB) toward the cost of the Paramaribo Urban Rehabilitation Program (PURP), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the update and implementation of a communication and social engagement plan. The duration for these Services is one (1) year.
The Ministry of Education, Science and Culture (MESC) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience as follows:
Professional experience:
●Evidence of experience with at least 5 nationwide projects that includes communication management, media exposure management, social media, drafting/editing of reports/articles, audio-visual productions, press releases, event management and protocols, media relations, and dealing with political, government, local communities through various media platforms/channels undertaken within the last five (5) years.
●At least three (3) professional references from clients from public or private organizations with contact information in the form of a letter.
●Specific experience with at least five (5) nationwide projects for preparing communication to multicultural groups with different languages. Experience in at least one (1) nationwide project in Suriname.

The project team should consist at least of the following key experts:
A) Project Director:
Bachelor’s Degree in Communication, Public Affairs, Social Sciences or similar with a minimum of a 10 years’ experience in managing nationwide communications and awareness programs.
Area of Skills: Excellent public relations and analytical skills, especially working in Suriname.
Skills: He/She should be knowledgeable in implementing national communication strategies and stakeholder engagement on various levels.
B) Communications Coordinator:
Bachelor’s Degree in Communication, Public Affairs, Social Sciences, with at least 3 years of proven professional experience. In case of no degree, an MBO education with a minimum of 6 years of experience in coordinating communications activities. Languages: English and Dutch.
Area of Skills: excellent communication skills, experience with designing and or implementing communication strategies and stakeholder management, experience or affinity with at least one project relating to preserving cultural heritage, experience with Suriname government and private sector functioning and culture, the media in Suriname and the relationship between the government and private media. He/She should be proficient in organizing events, mobilizing stakeholders into action and instill interest in the program.
C) Art creator/editor/publisher:
Vocational or Advance Degree in ICT applications (Photoshop, illustrator, video editing application, cpanel and WordPress) with at least 3 years of proven professional experience in graphic design. Languages: English and Dutch. Area of Skills: Good writing skills, developing (heritage) promotional material.
Skills: He/She should have advanced skills in graphic design and desktop and web page publishing.

CVs of experts should clearly describe the required experience and amounts of years.

Interested firms should submit an Expression of Interest (EOI) in English including the following:
a) Evidence of experience with at least 5 nationwide projects that includes communication management, media exposure management, social media, drafting/editing of reports/articles, audio-visual productions, press releases, event management and protocols, media relations, and dealing with political, government, local communities through various media platforms/channels undertaken within the last five (5) years.
b) At least three (3) professional references from clients from public or private organizations with contact information in the form of a letter.
c) Specific experience with at least five (5) nationwide projects for preparing communication to multicultural groups with different languages. Experience in at least one (1) nationwide project in Suriname.

e) Proof of official registration of the Company
f) Confirmation of the availability of the experts mentioned above

Consulting firms will be selected in accordance with the procedures set out in the Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 for the Selection Based on the Consultants’ Qualifications (CQS).
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Any firm wishing to express interest must be firm must be legally constituted or incorporated under the laws of a member country of the Bank.
