The Republic of Suriname has received financing from the Inter-American Development Bank (IDB), toward the cost of the Paramaribo Urban Rehabilitation Program (PURP), and intends to apply part of the proceeds for activities related to component 3 of the project: Institutional Strengthening.

The consulting services (“the Services”) concern the strengthening of SBHF and developing key planning instruments to guide the historic center’s revitalization process in a sustainable manner and focuses on two working areas:
1. Assessing, updating and/or revising the Special Building Codes for Paramaribo’s historical center;
2. Assessing, updating and/or revising the criteria for restoring or renovating protected or listed historical buildings (monuments).

The duration for these Services is eighteen (18) weeks.
The Ministry of Education, Science and Culture (MESC) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and experience.
The consulting firm will provide references and credentials of at least two (2) similar works in the last ten (10) years.

The consultancy will require the service of a team of experts with the following technical qualifications for its key personnel:
• Project manager: The Project Manager shall have specific experience in working with and managing multi-disciplinary teams and/or planning. Working experience in Suriname is a plus. Specific experience in building legislation. Master’s degree in Law with affinity in build heritage. Professional experience of at least 10 years; Fluent in English and Dutch (spoken and written).
• Engineer (Architectural or civil engineering): University degree, 10 years’ experience and must have served in similar capacity in at least 2 assignments of similar nature, including heritage projects. He/she must have a good understanding of the architectural design within the historic inner city of Paramaribo. He/she must have knowledge of the WHS guidelines.

The Expression of Interest (EOI) should include:
•Legal status as a firm (registry at Chamber of Commerce);
•Portfolio with pictures, plan, graphic information and reference of relevant projects/assignments (including date, place, size and cost of the project);
•Company Profile related to the assignment (Company structure, demonstrated experience, skills and expertise).
Consulting firms will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consulting firms financed by the Inter-American Development Bank GN-2350-15 and is open to all eligible bidders as defined in the policies.
A Consulting firm will be selected based on the Quality and Cost Based Selection (QCBS) method set out in the Consulting Firm Policies.
